Kelowna accepts 2nd housing proposal with no parking

The City of Kelowna has accepted the second ever application for a housing project that is within a Transit Oriented Area and therefore proposes no residential parking.

An application was submitted in late 2024 but just circulated around city hall on Wednesday.

The applicant is proposing a mixed-use building for 125 Park Road, which is just across from Rutland’s Save On Foods.

BC’s Bill 47, which was introduced in late 2023, governs density, height and parking within 400 metres of a prescribed transit exchange.

Under the legislation, residential parking is not required except for people with disabilities.

This property is within that 400 metres of the Rutland Transit Exchange on Shepherd Road.

According to the design plans submitted by Pacific West Architecture on behalf of the applicant, a total of three accessible parking spaces will be provided for the 13-unit building.

Kelowna City Council approved the first application under the new TOA rules during the March public hearing, which was for 59 rentals across from Kelowna General Hospital.

The three-storey building will also have two restaurants on the first floor.

There would be eight one-bedroom units, four two-bedroom units and one three-bedroom unit.

Now that this proposal has been circulated, a report seeking council consideration can be expected in the near future.
