2 BC men top the list of Canada’s top 25 most wanted fugitives

Two BC men remain on an updated list of Canada’s top 25 most wanted fugitives.

On Tuesday, Bolo Executive Director Max Langlois announced a new initiative on Bolo’s website — boloprogram.org — called the Bolo Lineup. The program is an online contest aimed at incentivising Canadians to “be on the lookout” for the wanted fugitives, says a news release.

“The Bolo Program is incentivizing members of the public to be on the lookout not only today, but in the days, weeks, and months to come,” Langlois said.

“How? By taking a portion of the money we usually spend on these flashy media campaigns and using it to reward people not only for calling in the right tip, but for, quite simply, keeping their attention on the campaign.”

The first BC resident on the list is Cody Casey, 37, who is the third most-wanted man on the Bolo program’s list. He is described as 6’, around 200 pounds with brown hair and brown eyes.

In June 2023, a $100,000 reward was offered up by the Vancouver Police Department for information on Casey who is wanted on 17 dozen drug and firearm offences.

On July 30, 2020, Vancouver Police arrested Cody Casey. He was released on bail with several conditions, including having to wear an electronic monitoring bracelet.

By April 10, 2022, less than two weeks before he was set to stand trial, he cut off his ankle bracelet. He has been evading arrest since, says the Bolo website.

The reward from last year has since expired, however, it was renewed due to a lack of information being received and is available until Dec. 3, 2024.

The fourth most wanted man on the Bolo list is Rabih Alkhalil, 37, who is wanted for his connection to a murder and for escaping the North Fraser Pretrial Centre in Port Coquitlam on July 21, 2022, where he escaped with the assistance of two accomplices posing as contractors.

On Aug. 30, 2022, after his escape from the North Fraser Pretrial Centre, a jury found Alkhalil guilty of first-degree murder.

“Rabih Alkhalil is wanted on Canada-wide warrants for murder, conspiracy to commit murder, and being unlawfully at large, “ says the Bolo website.

“He is a very dangerous criminal with a lengthy criminal record and extensive ties to organized crime. An INTERPOL Red Notice has been issued for him.”

He is described as being 5 '10, 165 lbs, small to medium build, dark brown eyes, black hair and two birthmarks on his left cheek. The Bolo website says he has a faint scar above his nose, near his left eyebrow.

He is known to go by Rabi, Robby, Robbi, Rabih Al Khalil, Philip Betencourt Furtado, Philip Bettenecourt Furtado.

“It is unknown if Rabih Alkhalil is still hiding in Canada or has been successful in fleeing the country. Alkhalil is known to use fake identity documents and passports,” the website says.

A $100,000 reward is available to anyone who can help find Alkhalil, which is available until Dec. 3, 2024.

The Bolo program advises people should take no action to apprehend Casey or Alkhalil by themselves because they may be armed and dangerous.

Any Canadian resident aged 18 or older may participate in this initiative by identifying wanted fugitives in a series of lineups. Participants will have a chance to collect one of 100 prizes, including a $10,000 travel voucher, computers, gaming consoles, tablets, and gift cards.
